There are several impersonal pronouns in French. Ce/c' is one of them.
Ce sont mes frères.

Usage of the Impersonal Pronouns Ce and C'
Rule 1: Ce/c' is used as a third-person neutral or impersonal subject pronoun.
C’est le moment ou jamais !
It’s now or never!
Rule 2: Ce can mean "it", "this", "that", "these", or "those" and is commonly used with the verb être.
Ce sont mes couleurs préférées.
These are my favorite colors.
Rule 3: Ce becomes c' when it's followed by a word that begins with a vowel or a muet "h."
C’était dur à croire.
That was difficult to believe.
It's very difficult!
